CCUSD Budget Outlook

District Administration hosted two budget forums this week, both were poorly attended. View district presentation here.

Just like the state budget, much depends on the results of the May 18th special election, Prop 100.

There are many cuts that will happen regardless of the election outcome, and many more that will happen if Prop 100 fails.

The Board is expected to decide on cuts at upcoming meetings. School closure vote is still set for May 18th, which happens to be election day. It is unclear at this time if the board will wait for election results before taking the vote on school closure.

Budget Effects to Teacher pay (not included above/does not affect operations)

Dr. Frison explained in the budget forums that CCUSD teachers are taking a "triple hit" to their paychecks next year, primarily due to severely reduced AZ sales tax collections. Prop 301 is teacher performance pay enacted by voters in 2000. The legislature continued to pay Prop 301 monies for this year, even as sales tax collections plummeted. As a result, next year's funding will be reduced not only to backfill the hole from this year's overpayment, but also to bring next year's number closer to actual revenue. What was funded at around $225 per student in 2010 will be reduced 90% to $25 per student for 2011. Here's the (simplified) math:

This Year: $225 x 5,700 students= $1,285,500 / 342 teachers = $3,750* pay per teacher
NEXT Year: $25 x 5,700 students = $142,500 / 342 teachers = $416 pay per teacher

In addition, CCUSD is a Career Ladder District, and funding will be reduced by 5% next year, and thus the third hit.

On a lighter note, CCUSD will be receiving Teacher Experience Index (TEI) funding for the first time next year. This is funding added to the base support formula in districts that have a high percentage of veteran teachers as compared to other districts and the state as a whole. The amount will be at least $966,000.00 for 2011.

Proposition 100 Debate/Panel Discussion – April 11, 2010 at 6:30 pm

KUAT-TV is sponsoring a debate/panel discussion on Proposition 100 called “Arizona’s Sales Tax: Fix or Folly” at 6:30 p.m. this Sunday, April 11, at the Stevie Eller Dance Theater, 1713 E. University Blvd in Tucson. (On the UA Mall, just west of Campbell.)

Representing the pro-temporary sales tax view is Ann-Eve Pedersen from the Arizona Education Network, with the opposing view represented by Farrell Quinlan, the Arizona State Director of the National Federation of Independent Businesses. Stan Reynolds, Vice Dean of the Eller College of Management, will also participate as a neutral economist.

Confirmed media panelists for the forum include Jim Nintzel from the Tucson Weekly, Linda Valdez of the Arizona Republic and Tom McNamara from KVOA-TV Channel 4 and Bill Buckmaster from KUAT.
